His "how to" is weak, and internally contradicts itself. (Decomposition, the identification of types of tasks, is a bad practice in business analysis and programming, but "chunking", the identification of groups of tasks, is a good model to follow in business engineering and object-oriented programming.) As far as object technology goes, Taylor states that classes and polymorphism give you lots of benefits. He doesn't explain how or why. As far as the fictional "case study" presented as a model, one is reminded of the old maxim that, in information systems, you can solve any problem given enough time and money.
