I've been in a similar situation to the one you describe of trying to
sell tech to senior business folks and politicians, with very mixed
success even when the potential pay-off (in admin efficiencies) was very
considerable and highly likely.  Putting all of one's eggs in that
basket for community technology when the immediate "returns" even in the
best case are somewhat less and certainly less immediate seems to me and
based on my experience a rather enervating process.  Rather better I
think to attempt to either or both of do it oneself or look for
political leverage. =20

Again from my experience going after political leverage is probably the
most direct and effective route...success is by no means assured
especially given the perspectives of the current and immediately
preceding Federal Governments but my guess is that they are less likely
to respond to a "business case" for the socially excluded then they are
to a protest march or an office occupation.

  I think the view that Silicon Valley is the Mecca of high tech is held
mostly by lay people or people on the periphery of the high tech
business. Silicon Valley has a high profile mostly because of companies
like Apple, Cisco and Google, and the large amount of venture capital
available in the city. But when it comes to long term successful
institutions there are proportionally more outside of SV: IBM, Motorola,
Sony, Philips, Ericcson, Microsoft, Samsung, etc. and a whole long list
of independent research organizations such as MIT and CERT. Indeed, if
there is a Mecca for high tech it=92s Wall Street.

  I=92m new to this effort, so forgive my uninformed ramblings. In what
reading I have done so far, I find that the arguments being made in
favour of community focussed information services are well suited to the
social scientists and community activists. What I have read so far seems
to be missing descriptions of the benefits to corporations and financial
conservative governments. For the moment, lets call this collective
group =93business leaders=94.

   My observation reflects my own experiences in the corporate world. I
like to think I am an applied scientist (aka research engineer) and
spent many years learning, with great difficulty, how to convince senior
management and executives of the value technology. Would you believe
that it is extremely difficulty to convince business leaders to invest
in research? I worked for years with very talented researchers and
research managers struggling to define a return on investment value
statement for research with mixed results (consider how difficult it is
to justify 2, 5, or 10 year investments with no certain outcome to
decision makers who are driven by quarterly profit and growth goals).

 I cannot claim that I completely understand how to sell ideas to
business leaders. I have had some wins and some major disappointments.
In simple terms, it=92s all about $$, but business leaders are smart
people and turning a technology concept into a convincing financial
argument is frequently extremely difficult. A shrinking economy makes
this difficulty even more severe.

 On a more constructive note, what kind of arguments can be made to
business leaders? Well, I can think of one example of very effective
argument that relates to Halifax. Companies considering locating a
facility in a new town or city look very seriously at the available work
force. They look at what the region has to offer that would attract
talented workers. High tech has an (unfortunate) bias towards young
professionals, so the region needs communities, community services, and
recreation and entertainment services that appeal to young professionals
and young families.

Among the desirables are: a thriving high tech community (a chicken and
egg problem for any region) and, I propose, localized Internet services.
It is in relation to the latter, that I suspect one argument for
=93community informatics=94 lies. However, keep in mind that community
Internet services will compete with the global Internet for the
attention of any demographic group, but in particular, young people. So,
I believe that we are talking about more then just static community web
pages.

  Hold on, you might say, =93young professionals=94 are not generally
considered to represent an =93informatics disadvantaged=94 community =
group.
True. And they are also the least likely to use community services (at
least those that are single). However, in this there is a sales hook:
young people with disposable income are very often the primary target
market segment for high tech companies. The cellular industry plans
their business growth around new devices and services for the =91tween =
to
twenty something demographic. Apple targets it=92s latest gadgets to =
this
same demographic as they are the primary consumers of Internet content.
And so on.

So here=92s my pitch, for what it=92s worth. While  the needs of
marginalized communities must always be the focus of the community
activists, if you want to garner the active support and investment of
these business leaders, identify benefits that lead to business growth
within that community. This is fundamentally what iCanary is all about,
and rightly so. CATA is an industry association (aka lobby group) and
not a community action group.

Well, I=92ve typed far too much. So, as a more concrete contribution, I
hope, here is one translation for =93community informatics=94: =
