[Advisors] CAP site update

We have the same issue here Marie. There are 18 centres in Manitoba all in
towns with a population greater than 5,000. They have outreach but those
are only one day a week. Sad when there were 300 CAP sites. with 250 of
them in rural areas and 200 of those in locations with less than 5,000
population.
