I had a chance to meet with Tony Clements in the somewhat more informal
context of a conference in Brasilia where he was presenting Canada's =
Open
Government Action Plan and I was doing a critique of sorts of doing Open
Government plans without having an associated policy of Inclusive =
Governance

I took that opportunity to raise the issue of CAP with him and he was =
more
or less expecting it and had all of his arguments (those that have been
noted elsewhere in this discussion both from him and his fellow =
Harperites).
Based on that discussion I would be extremely surprised if they were to =
go
back on this decision -- they evidently were already receiving a lot of =
heat
on the issue but had closed ranks.

One thing that did come up that I haven't seen elsewhere is that he made =
the
point, hard to disagree with, that CAP was seriously underfunded and =
really
couldn't do much of a job of anything given how modest were the =
resources
that had been made available in recent times. I suggested that perhaps =
an
alternative and expanded program might thus be called for and that
discussion was left hanging as others then came in to say hello.
