Hi Mike,

I was very sad to hear CAP funding has been axed. I agree its a critical 
initiative if universal _adoption_ as opposed to universal _access_ is 
the objective.

As more and more government services move online, the adoption issue and 
related digital skills problems need to be addressed. Merely saying that 
'all Canadians have access to a broadband connection' sidesteps the 
issue completely and is not remotely helpful.
