This has been going on for some time now that started 2 years ago when I was at CanNor, that ALL funding proposal approvals had to be signed off by the Minister no matter how small! Gone are the days when a DG or somebody had a funding amount approval authorization.

We used to lump them together for some funding but they still needed signatures for each project even core legislated funding.

It was James Moore who put that in place when he was CanNor's acting Minister.
