An item of interest from the CIRA community investment program and maybe 
a source of ideas for others:

CA Community Investment Program grant recipient *Ashlu Creek Foundation* 
(ACF) successfully completed the connective implementation of a wireless 
bridge via the construction of two towers that now connects their remote 
Upper Squamish Valley community to the nearest town site. This has 
provided the community with access to a land-based high speed wireless 
signal, delivering continuous average speeds of up to 10Mb/sec. Each 
subscriber has a unique wireless bridge installed on their property to 
connect to the tower system. The subscriber based network currently 
provides fast and reliable Internet connectivity to 52 family residences 
that previously had no access.

The ACF team has also created a virtual community centre - a website 
designed specifically as a communication tool and centre for the community.
