[Advisors] National broadband strategy essential : CRTC chair

Brian, we have signed on to the First Mile proposal -- as per our 
intervention to the Basic Service hearing

"Many low-income Canadians and hard to serve communities will need 
assistance in these early stages of technological change. It may seem 
antiquated in the current competitive climate, but cross subsidization 
of urban-rural systems was a common way of achieving this in the early 
days of telephony. We challenge the Commission to establish a funding 
mechanism to subsidize the deployment of broadband Internet access in 
areas where it is needed. The First Mile Connectivity Consortium (FMCC) 
is proposing a Northern Infrastructure and Services Fund (NISF) as a 
means of supporting these developments6 and we wish to support their 
proposal"
