[Advisors] ICANN in Montreal

Hot off the press, ICANN has just announced that they will be holding 
the ICANN66 (Nov 2019) in Montreal. We should get as many of our groups 
signed on as NARALOs before this event. It will be an opportunity for us 
to meet.
