[Advisors] Welcome Darrell Evans

It has taken me too long to do this -- but better late than never.....

I would like to introduce Darrell Evans to the TC advisor's list. 
Darrell is President of the Canadian Institute for Information and 
Privacy Studies Society.  CIIPS exists to expand public knowledge of 
freedom of information and privacy issues in Canada through programs of 
research and educations. Darrell was one of the creators of the B.C. 
Freedom of Information and Privacy Association (FIPA) in the 1990s.

The current and past members of CIIPS read like a Who's Who of Canadians 
deeply involved in privacy and intellectual freedom issues over the last 
30 years. This includes the late Brian Campbell (BC Lib. Assoc. 
Intellectual Freedom Committee), Phillippa Lawson (CIPPIC), Michael Von 
(BCCLA), Andrew Clement (UofT), Val Steeves (UofOttawa), and Stephanie

During the Vancouver CIRA member's meet-up, Darrell and I realized that 
we should be cooperating and I agreed to become a member of CIIPS. We 
are very happy to have Darrell on board.
