[Advisors] vision statement -- IGF 2023

Hello advisors. The 18th Internet Governance Forum (Kyoto) is now 
completed. I attended a few of the sessions virtually -- mostly those 
concerning the WSIS+20 process as I am gathering information for the 
upcoming WSIS+20 panel which I organized for the ICANN meeting in 
Hamburg next week. The link below is to a vision statement the Forum 
started out with -- I though it was a good summary of what everyone in 
this space is working towards. It is called "The Internet we Want"
