Maybe I’ve been at this too long knowing that IC has not wanted the CAP program for a LONG time. I wonder if he’s questioning why HRSDC isn’t just doing it all – and why this little pot of money is in IC for a social /employment service which they don’t even do in their department!! They cancelled CAP – maybe this is the last swing of the axe and all reference to CAP and former CAP sites can be wiped from memory. Or a twitter campaign? Or just leave it? (In the Pacific Region we have talked about a survey – Vancouver a twitter campaign so we will coordinate out here for more impact). As of now –end of August – even “IF” the Minister decided Friday – it would be an additional 4 weeks before the CA arrived which is the trigger for applying for actual funds. So – there will be no money to reimburse sites until October minimum. This is the FIRST time we were ever told prior to the end of the previous year that the next year had been renewed. We would always end up asking them in April and May whether they know if the program was running again. I was hopeful when we heard that it was renewed already. SO…we worked in April and part of May preparing for a fast roll-out and wrapping up the previous year because we get reimbursed from April 1. So at this point – the program owes us money – if they had not announced in March that it had been renewed we would have done what we do each year and shut down at the end of March and everyone is laid off.
