<p>This panel will address the potential impact of national
legislation and regulation on ICANN as the operator of the unique
identifiers that underpin the Internet. And explore how ICANN's
At Large stakeholder group, which represents Internet end users,
can effectively ensure that the voices of those impacted globally
are heard through ICANN's multistakeholder model.</p>

<p><font face="Times New Roman, Times, serif">This is a topical
session because, in seeking to stem various forms of abuse on
the Internet, the European Union has begun to challenge the
concept (quite a sacred concept in the U.S. -- see section 230
of the Communications Decency Act) that Internet service
providers cannot be held responsible for the content flowing on
their systems. This will be a clash of cultures, just as the
E.U. regulations on privacy have caused a major rethink on how
personal data is handled in the domain name space. <br>
