Thanks for initiating this, Maria.   I think we all need to contribute =
to a dialog on this topic.

CIRA is one of the main sponsors of the Toronto ICANN meeting and they =
should be approachable at that time.

In the meantime, lets see if we can answer Kevin's question. =20

I suppose CIRA could help fund some CAP style community access.  What I =
would really like to see is them come out strongly for municipal owned =
"broadband" infrastructure, but that is a faint hope as the incumbents =
would freak.
