I share your sentiments around the need (and opportunity) to "...lead =
the fight for a vision of how the Internet can function as a global =
public good...".


The global community of digital tool users now numbers in the billions.=20=


The stakes around Internet governance are huge for this community, yet =
the dominant players at the table are still governments and industries.

Most Canadian ICT users continue to put their faith in their government =
and their industry to advance their interests.

Such is our character, in this case to our detriment.

We merely invite more of the same incompetence (from government) and =
self-serving abuse (from industry) that has left Canada trailing the =
pack in leveraging digital tools for economic and social development.

Massively centralized industries and institutions are legacies of the =
Industrial Age.

They are neither incentivized nor positioned to provide the massively =
decentralized leadership we will require in the Intelligent Age.

It is not in their DNA.


Engaging industry directly is a waste of time and energy, as they are =
consumed by their efforts to prop up and protect an unsustainable status =
quo.

There is always something to be gained from engaging government, but for =
now it is difficult to justify the effort.

The government remains far too captive to industry and investor =
interests to respond meaningfully and substantively.

I believe that engaging the user community directly will be the most =
effective way to foster the leadership and build the leverage we will =
need.


TC and ISOC are just two of many civil society organizations (CSOs) that =
strive to provide guidance and leadership relevant to the Digital Age.

However, none of these CSOs will be nearly as effective as we need them =
to be until they have a strong and unambiguous mandate from civil =
society itself.

They must have numbers, the kind of numbers only the community of =
digital tool users can provide.

The challenge is to rally this community to the cause.


In discussions and deliberations relating to the structure, operation =
and governance of telecom networks and operating protocols, I routinely =
leverage the motorist as a proxy for the digital tool user.

=46rom my home or place of business, I can use my personal vehicles =
(devices) to access almost any other home or place of business on the =
continent by way of public road networks, while barely having to think =
about how to access and use these networks.

I can do much the same on the continent of Europe or the continent of =
Australia, and the remaining populated continents become increasingly =
amenable to such activity day by day.=20

Public road networks and protocols for using them are generally designed =
to make it as easy as possible for you, me and everyone else to create =
value for ourselves and for each other.

They provide us with a broad and highly transparent platform for value =
creation, which we only become really conscious of when it fails us in =
some way.


We need broadband networks and protocols that provide for digital tool =
users what public road networks and protocols have long been providing =
for motorists.

This is the vision that guides my thinking and actions in the challenge =
to develop broadband networks and the Internet as public goods.=20

If there is to be substantive dialog between TC, ISOC and any other CSOs =
around meeting this leadership challenge, let it be around the need and =
the opportunity to enrol the community of digital tool users in the =
effort.

Toward this end, the attached document outlines a potential solution =
that builds on the powerful analogy with motorists.

I have circulated the document in this forum before, but I thought it =
might be timely to run it up the flagpole again and see if anyone =
salutes it (or burns it).

We need to be doing something far more effective than we are today, and =
I think the solution lies with the user community.=20
