(I think that Vancouver Community Net has been involved in something like
this in co-op housing here in Vancouver but maybe there are other
examples/people interested.

Solution:
1. Crowd-funding via http://smallchangefund.org/about-us/ to moderately
compensate the time of those who would maintain/support the systems 2.
Installfests "coming to a community near you" to put free/libre software on
the computers https://en.wikipedia.org/wiki/Linux_user_group#Installfests
3. OGwifi http://www.ogwifi.ca/ and similar initiatives across Canada (are
there others like OGwifi?) 4. Media coverage to build free/libre awareness
and a user-base

This can be autonomously undertaken, community-by-community, needing no
central organizational structure at all.

Maybe call it Free-CAP / PAC-Libre.
