[Advisors] Regarding CIRA as a social advocate

As piece of information which may influence the suggestions offered for =
Kevin McArthur's platform, I have been informed that an effort has begun =
to establish a Canadian "chapter" of the Internet Society.

The mission of ISOC is given as "To promote the open development, =
evolution, and use of the Internet for the benefit of all people =
throughout the world." =
(http://www.internetsociety.org/who-we-are/mission). ISOC has been in =
operation (in the US) for twenty years, and has built successful =
programs and a large community of supporters and volunteers. While ISOC =
has not had an explicit Canadian presence, it's membership and programs =
are global and include Canada. A Canadian Internet Society chapter would =
allow the development of programs tailored to the Canadian perspective.

There can be benefits to having more then one organization dedicated to =
the same purpose. However, adding to the mandate of an organization =
imposes significant stress on the available resources. The question then =
becomes, can CIRA properly address the additional mandate without =
compromising its efforts in its original mandate of administering the =
.ca domain? (I have not found an equivalent CIRA mission statement. The =
CIRA web site talks only about providing a registry for the .ca domain, =
with some recent statements referring to an "Internet advocacy") role.=20=


CIRA will always have an advocacy role and I expect CIRA and ISOC Canada =
would be closely aligned, regardless. The issue with respect to the =
suggestions for Kevin McArthur's platform, is whether it is prudent to =
extend CIRAs mandate and develop and finance new policies and programs, =
or whether a better use of limited resources would be to support =
establishing ISOC in Canada, taking advantage of ISOCs existing policy =
and program infrastructure and membership base?
