In the e-mail below, John Lawford of PIAC asks if TC would like to be a
"stakeholder" in the new CRTC "Canadian Broadcasting Participation
Fund." This is a fund which reimburses public interest groups for
appearances at the CRTC. As a stakeholder, you can vote for board
members. You don't have to be a stakeholder group to be reimbursed.
I think it's a good idea to have a say in the elections. Please let me
know if there are any objections.

Here as promised a day late are all the constating documents in English
only (the Stakeholder Agreement in French is attached as well). The
French translation of the other documents is proceeding and is expected
back 1 October 2012. I will forward them when I have them.
So far there have been few inquiries about this. Therefore, at the
moment I do not feel the need for a conference call.
I would, however, like an indication from your group if you are looking
at the Stakeholder Agreement (by the way, the French of that is the
right one) and if your Group is considering becoming a Stakeholder.
Please let me know if you will be in a position to execute and return it
by 15 October. If you miss that, you can become a stakeholder later,
but you may miss the chance to affirm the provisional directors as first
directors, until the next election (these are three year terms).
Stakeholders have a right, on executing the Stakeholder Agreement, to be
able to nominate and vote for the consumer director and to nominate (but
not approve) the independent director. That is the whole and entire
control they have over the operation of the fund. This is the same as
the CCTS, by the way.
By the way, if you are not a Stakeholder you can still apply for funding
to the Fund if you meet the funding eligibility criteria (to be
determined) and the requirements for a cost award (to be determined).
You can also apply if you are a Stakeholder.
We are actively recruiting the Costs Officer right now and hope to get
you news on that soon. As always, I am available to explain by e-mail
or on the phone.

Participation Fund. Michael Janigan has passed this file to me. You
are being contacted as you were originally identified as a stakeholder
and potential fund applicant, or have since been so identified.
