[Advisors] a contact list for CIRA grants

Hello advisors:

I need to give CIRA a list of associations that can distribute 
information about CIRA community improvement grants ($1M per year in 
grants for tech projects in communities). CIRA only knows about industry 
groups like ITAC, CATA, etc.  Now is the time to let them know we 
exist.  I need organization names, contact names, addresses and 
co-ordinates for any and all of you who are acting for a number of 
community groups and who can therefore distribute information.  This 
doesn't preclude you from applying for grants yourselves of course, when 
the time comes.  But right now, it is about getting on their list of 
groups who can distribute information.    Let's try to have one at least 
for each province and territory.

Information about grants and the application process will be available 
soon.  I can tell you now that grants will probably be between 25,000 
and 100,000 dollars.  So, if you need to band together with others to 
get into that range, time now to start thinking about it.  As usual, it 
is project funding -- not ongoing funding.  The first round will be 
completed by the end of March -- so this is going to move really quickly.
