Because the primary focus of “national” strategy is actually “smart” communities (i.e. local/municipal) there are some good arguments for TC in this for refocusing Canadian broadband policy attention away from”market-based.”  “A national strategy for the Internet of Things, if designed and implemented correctly, would maximize the opportunity for the Internet of Things to deliver substantial social and economic benefits. ….Because of these three factors—market failures, the need for an innovation-friendly regulatory environment, and the need to promote equity—governments should develop comprehensive national strategies that remove obstacles and support development and widespread adoption of the technology.”
