[Advisors] Global Affairs Canada consultation Monday - suggestions?

Hello all.  On Monday some of us will be participating (on-line or in 
person) in a consultation on Canada's international assistance policies 
with a focus on supporting and promoting Internet access in developing 
nations.  I would love to hear any ideas on this topic you are willing 
to share -- especially if you are not participating. It would be good to 
bring as many ideas forward from this community as possible.

So, the question is: What kinds of policies and programs could Canada 
pursue to realize the objective of supporting Internet access in 
developing nations.
