[Advisors] VCN delivering digital skills program

VCN is now the Western Canada representative for Innovation, Science and 
Economic Development Canada's Digital Skills for Youth Program (DS4Y).

This $2.4 Million project provides for up to $12,000 matching wage 
subsidy for employers with a tech-related need and willingness to work 
with someone seeking their first career-related position.  This is open 
to NGOs as well as businesses with up to 100 employees.
