[Advisors] CIRA community improvement fund -- input needed

On the international level, and under the brand, "SmartLab," Telecentres.org is partnering with TC's old friend, Artur Serra, in Barcelona. They are presenting the mode Monique and Dana are describing as the future of telecenters or telecenters 3.0 (i.e. as in our terms the future of community access).  Here's a fairly succinct outline of the model:
